WebApi POST Request (MVC) Error using ParameterVectors

I have been through the other questions on this topic, but I cannot resolve this problem.
I have a MVC web app that I am trying to add a RESTful PUT API to an existing project.
I have added the new controller, the ActionResult, and the route.
The WebApiConfig.cs has the attribute and the app.UseWebApi call.
The controller, ActionResult, and route are all OK.
When I click the PUT API button I get a 500 Internal Server Error.
I have modified the default controller to print the Request object and the variable declarations as follows.
public void PutModel([System.Web.Http.FromUri] int Id, [System.Web.Http.Parameter] string Name)

The debug prints fine. I will just post the entire error here as I think it may be useful to someone.
